The price and service changes noted below were implemented to Regulated and non-Regulated Transaction Mail and Direct Marketing services on January 16, 2012. Additionally, other recent or upcoming changes of interest to customers are also noted. The posting of the January 2012 changes on July 25, 2011 reflects Canada Post's continuing efforts to respond to customers' requests for a predictable and manageable environment for price and service changes.

Price changes to our regulated services (Government approved)
Canada Post continues to maintain and improve a universal postal service to all Canadians, while remaining self-sufficient and relevant as an economic enabler of Canadian business. We are committed to providing you with services that help you grow your business and stay connected with your customers. These price increases are needed to ensure we continue to provide you with the high level of service you have come to expect from us.
In 2009, Canada Post requested and received approval from the Federal Government to establish the postal price for domestic letters weighing 30 g or less for a five-year period beginning January 11, 2010. As a result the domestic Lettermail price for items weighing 0-30 g increased by two cents to 61 cents effective January 16, 2012.

REMINDER – Offering More Solutions – Allowing the Induction of Mailings Using Cardboard Containers in Conjunction with Canada Post-Supplied Containers
In an effort to minimize the costs of purchasing alternative equipment due to shortages of Canada Post containers during peak times, you can induct your mailings using cardboard lettertainers or cardboard boxes in conjunction with Canada Post-supplied lettertainers or flats tubs. You may vary the type of containers used (hardsided containers, cardboard lettertainers, cardboard boxes or brick-piled pallets), provided the same type of container is used for each destination facility or within each shipping unit.
Note: Please ensure your cardboard boxes meet the requirements outlined in the applicable Mail Preparation and Presortation Guide.

With this convenient centralized billing payment option, you will:
- Save time and better manage your Postal Box rentals

Registered Mail
Registered Mail Price Changes
Effective January 16, 2012, the price for the domestic Registered Mail service increased by 15 cents (1.9% increase), from $8.10 to $8.25 (excluding postage).
USA and International Registered Mail Price Changes
Effective January 16, 2012, the price for the USA and International Registered Mail service increased by 55 cents (3.9% increase), from $13.95 to $14.50 (excluding postage).
The Advice of Receipt option increased by 5 cents (2.9%) from $1.75 to $1.80.

- UPDATE – Address Accuracy Transition Period for Excluded Business Addresses Extended to January 2013
In January 2011, Canada Post introduced Point of Call Address Data, which is now used in Address Accuracy software for validating and correcting mailing lists and generating a Statement of Accuracy (SOA).
In response to your requests, the transition period for excluded large urban business addresses has been extended to January 2013. This means you have more time to correct these addresses before they’re considered invalid and counted against your Statement of Accuracy report. However, the transition period excluded multi-unit residential apartment addresses ended January 13, 2012.

Look for improvements made throughout the Addressing Guidelines.
- NEW (JAN. 16, 2012) – Tips to Avoid Common Errors Affecting Machineable Read Rates
Readability requirements ensure Canada Post’s automated equipment can find and read the address on each of your mail items. To avoid machineable read rate adjustments*, we have identified some of the most common errors that lead to read rate adjustments or surcharges.
- REMINDER – Importance of Using Current Delivery Mode Code Data
The Delivery Mode Audit Code (DMAC) is an integral part of the Delivery Mode Code (DMC). Approximately every thirty days Canada Post issues new data files containing updated DMCs for any changed or new urban mailing addresses and delivery routes. In 2012, we will be restructuring many delivery routes as we continue to implement our new delivery model as part of our Postal Transformation project. To that end we wish to remind you about the criticality and importance of applying the current and valid Delivery Mode Codes to your mailing and coordinating them with your mailing drop dates.
REMINDER (JAN. 16, 2012) – Modifying Machineable Specifications to Add Value to Your Mailings
To provide you with more flexibility when creating your mail items and to align with the capabilities of Canada Post’s new automated equipment, the following specification changes were made to the Machineable Postal Standards guide for Standard/Short and Long (S/L) Incentive Lettermail, specific to:
- the Quiet Zone for barcoding on the front of the item,
- graphic placement,
- allowable types of fonts
- the minimum paper weight for cards, and
- NEW – 'matte' coating for Machineable items is now acceptable!

- REMINDER – Acquisition Admail Mover Selects
In June 2011, new mover selects were added to the Acquisition Admail service:
- New Addresses - reach newly constructed residential addresses that have just started to receive mail delivery with confirmed occupancy. Canada Post registers over 120,000 new residential addresses every year, including new subdivisions and condominiums.
- New Occupants - target addresses that have just experienced a recent transition in occupancy. Canada Post registers over 300,000 residential changes each year.
- New Addresses and New Occupants selects allow you the ability to time your mailings to the move date with recency selects.

- NPS Level 3 – Distribution Centre Facility (DCF)
- NPS Level 4 – Forward Consolidation Point (FCP)
- Residue.
This change applies only for Machineable Presort containers. Machineable Presort shipping units will still be consolidated to the 5 levels, including Level 2 – City. This change is not applicable to Letter Carrier Presort (LCP) mailings.

We recommend you transition from bags to more efficient container options such as Canada Post-supplied lettertainers and flats tubs, Cardboard Lettertainers, customer-supplied cardboard boxes, or brick-piling on pallets/monotainers. Bags are no longer available for ordering as of December 31, 2011.

UPDATE (JAN. 16, 2012) – Modifying Machineable Specifications to Add Value to your Mailings
The following changes now apply to the Business Reply Mail service:
- the Quiet Zone (VES barcode area) on the back of the item is mandatory
- reduce the Quiet Zone for barcoding on the front of the item from 19 mm high by 150 mm long to 19 mm high by 105 mm long measured from the bottom right edge
- "Matte" coating for machineable items is now acceptable.
The new minimum paper weight for cards from 135 gm² to 160 gm² has been postponed until July 31, 2012.

UPDATE (JAN. 16, 2012) - Additional Business Reply Mail Sites have been Automated
In January, Canada Post introduced improvements to our Business Reply Mail (BRM) service. With the recent implementation of new equipment and technology, we have automated the BRM sorting and billing processes in Winnipeg, Halifax, Montreal/Quebec, Regina, Hamilton, Saskatoon, Toronto and Saint John.
2012 is shaping up to be another exciting year for BRM improvements. Starting with St. John’s in late January, the cross-country roll out will continue with implementations in Edmonton, London, Calgary and Ottawa.
In the New Year, we will also launch the much anticipated BRM barcode. Customers in areas where the Business Reply Mail sorting and billing processes have been automated will be encouraged to update their artwork to include this new barcode. Business Reply Mail automation will also be launched in additional plants over the next few years as we continue to roll out new equipment.

NEW (JAN. 16, 2012) - Withdrawing the one gatefold limitation on unwrapped Publications Mail items until further notice
The July 2011 Rate and Service Changes letter announced the introduction of a specification that was looking to limit a Publications Mail “gatefold” (described as an extension of a publication cover that is less than a full page in width on the front and/or back) to one cover (either on the front or the back of the item). The specification has been withdrawn until further notice.
Should the decision be made to re-introduce the specification change in the future, Canada Post will work with the industry to assess the impact of such a change and work to develop an integrated transition strategy.

REMINDER (JAN. 16, 2012) – Introduction of a 10% Seasonality Discount for Orders Deposited during the months of January, February, June, July, August and December
On January 16, 2012, Canada Post began offering a 10% Seasonality Discount on postage for Unaddressed Admail mailings deposited during the months of January, February, June, July, August and December, when Unaddressed Admail volumes are lowest.
Exclusions: The 10% Seasonality Discount does not apply to SOM Only Orders, manual Statements of Mailing, Transportation Fees or the High Demand Route Premium.
REMINDER (JAN. 16, 2012) – List of High Demand Routes subject to a Premium
Canada Post delivers Unaddressed Admail to every address in Canada; however some routes are in higher demand than others. The volume on these routes poses a significant challenge for our mail processing network and for the delivery employees, resulting in more costs for preparation, increased delivery time, and heavier weight to be carried by Canada Post employees.
As a result, we will introduce a 1.5 cent Premium per item destined to High Demand Routes on April 23, 2012, to better align volume with our operational capacity.
The High Demand Routes are visible in the new Precision Targeter application and EST (except SOM Only) to assist you in determining if your target areas include High Demand Routes, allowing you to better plan your 2012 Unaddressed Admail campaigns.

REMINDER (JAN. 16, 2012) Unaddressed Admail Contract Prices No Longer Accessible for Customers who use the “SOM ONLY” version of EST
Effective January 16, 2012, customers that use the SOM Only version of EST to create Orders for Unaddressed Admail will no longer have access to contract prices and the volume inducted using SOM Only will no longer apply to their Annual Volume Commitment.

Flexipack pouches for Unaddressed Admail are one-time-use pouches, made of flexible recycled plastic, will be offered in packs of 100 Flexipack pouches. You can purchase packs of 100 Flexipack pouches for Unaddressed Admail in either size online at canadapost.ca/obc:

REMINDER – Acquisition Admail Mover Selects
In June 2011, new mover selects were added to the Acquisition Admail service:
- New Addresses - reach newly constructed residential addresses that have just started to receive mail delivery with confirmed occupancy. Canada Post registers over 120,000 new residential addresses every year, including new subdivisions and condominiums.
- New Occupants - target addresses that have just experienced a recent transition in occupancy. Canada Post registers over 300,000 residential changes each year.
- New Addresses and New Occupants selects allow you the ability to time your mailings to the move date with recency selects.

REMINDER – Mechanically-Applied Single Banding Allowed on Standard Unaddressed Admail Items
As a result of your feedback and further investigation, you may now use mechanically-applied single plastic banding as a bundling option, providing the strapping can successfully prevent bundles of Standard Unaddressed Admail from becoming loose and breaking open during handling or while in transit.
Note: Double-strapping is still required when using elastic bands, string or manually-applied plastic straps.
