Products of animal origin must be accompanied by a veterinary health certificate, which is to be issued by a veterinary doctor from the Veterinary Department of the Ministry of Agriculture.

Cereal products must be accompanied by a document of authenticity and quality, as well as phytosanitary quarantine certificate to be issued by the authorities of the country of origin.

Drugs and medicines

Drugs and medicines must be in separate articles and in their original packaging. The article must contain a medical prescription endorsed by the Romanian Health Authorities.

Sealing of packages

Items (except drugs or medicines) are not accepted unless packed in hermetically sealed metal containers.

Gifts

Gifts to private persons do not require an import permit but are liable to customs duty. No person may receive more than 25 kg of gifts in any one year. No commercial house may send gifts except for books. Gift packages must not contain used clothing, used shoes or used linen. Each gift package must contain a detailed list of its contents. Gifts may contain only items for the personal use of the addressee or family as shown in the list:

  • bonbons, sweets, cakes, biscuits, dried fruits, flour products
  • chewing gum
  • chocolate
  • cigarette cases, fountain pen cases, leather
  • clothing for children
  • cocoa
  • coffee
  • combs
  • compass sets

In addition to items considered non-mailable matter, the following are prohibited:

  • crude oils
  • chlorine
  • fluorine

  • inorganic/organic chemicals
  • organic/inorganic compounds

  • pearls and precious stones
  • publications prejudicial to political, social and moral order
  • phosphorous
  • plastics and related articles
  • printed materials which contain indecent or obscene books
  • stamps and philatelic items in postal articles sent to private persons

  • textile fabrics impregnated with nitroglycerin covered in plastics
  • used clothing, shoes and linen, in gift packages.

Import licenses may be required for certain goods shipped from non-EU countries such as; textiles and clothing, iron, steel, chemical products, agriculture and fishery products, as well as toys and gifts.

Certificates of Origin

Certificates of Origin are required for the importation of textiles, clothing and toys.
