Canada Post is looking to outside suppliers to support various initiatives and help Canada Post align the organization to better address key initiatives impacting the organization.

The services are to be provided on an as and when required, non-exclusive basis, for up to a 7-year period.

Canada Post wishes to pre-qualify suppliers who will team with, bring value to, and complement the skill sets of Canada Post.

Proposers may propose on any of the streams of services identified in Statement of Requirements documented in Attachment 1 to this RFP.  This RFP sets out the process by which a Proposer or Proposers will be identified for potential standing offer award or awards.

This RFP is Phase 2b of the RFP. Phase 1 was previously posted on May 23, 2012 and closed on July 3, 2012. Phase 2 was previously posted on December 3, 2012 and closed on October 1, 2015.

Phase 2 – Continuous Qualification Phase

Phase 2b of the RFP is being re-issued after the closing date of Phase 1 and Phase 2 and will continue to remain open until the closing date identified in Section 1.5. The Corporation may decide to close, hold, amend or cancel this Phase 2b or parts thereof.  Proposals submitted in this Phase 2b will be assessed when received (subject to Canada Post availability) and may be eligible for standing offer award subject to the Assessment and Selection Process described in Section 3 of this RFP.

Successful suppliers qualified in Phase 2b of this RFP will be added to the Master List of Consulting Services Providers, upon finalization of an agreement. Suppliers who successfully qualified for a standing offer agreement in any stream during Phase 1 and Phase 2 may submit proposals in Phase 2b for a different Stream(s) and have their current agreement amended to reflect this addition, provided that they are successful in qualifying. Suppliers who were not successful in Phase 1 or Phase 2 may re-submit a new proposal(s) during Phase 2b in an effort to qualify for a standing offer agreement. Proposers did not need to participate in Phase 1 or Phase 2 in order to participate in Phase 2b.
